Other than getting 10x its score, what other conditions are needed to make the AI surrender? I'm asking because there is this AI empire that just stubbornly refuses to surrender even though I took over more than half of it in one turn and it is a lot less than one-tenth of my score.

All in all they need to be in a real "no win" situation
I find that blockading most of their planets will cause them to surrender.
Also by beating them in *many* combats so their populations are rioting and angry they surrender more easily.

What race are fighting you? For example, in the Pyrochette race (included into the TDM), the percentage to accept surrender is very high.

Check the tone of your request for thier surrender. The AI seems to capitulate more readily to a 'demanding' tone that a 'neutral' one. At least in the games I've played.
