Experience could be reduced when crew quarters, bridge, life support, or MC is damaged, including when refitting.

I'd disagree with the 'while retrofitting' part. The crew can go down to the planet (shore leave) while the ships being refurbished. In deep space, however, there's no such luxury....

Retrofitting crew quarters ? Ok, they can be upgraded to MCs, and if the crew hacks all of their experience into the MC before they are jettisoned into space, at least something will be lost: e.g. instinct, motivation... A MC that is upgraded to a higher level could do a complete backup of the memory.

yeah, but unskilled crew members would be brought up to par alot faster if they were on a ship where they had veterans to learn from. mostly because the veterans would not tollerate them assing off, and they would love to show everyone the 'right' way of doing things.

What you can do is remove ships from the fleet (while still keeping the "fleet" in existance with at least one ship!!) then rotate them to a planet with a ship training fac. The fleet exp will be intact AND you can seperate them and still have individual crack units!

Or you could just park the entire fleet over a planet with both ship and fleet training facilties, thus training everyone at once plus the fleet itself.

I think that MM should should add crew complment and a formula to mix mean crew experance
For example if a ship has a complment of 150 with a experance of 2% and lost half then restocked at a planent with a exerance of 0% then the ship experance would be 1%

not at all, it could go either way. you could be adding crew quarters from a MC in response to a race who is using computer viruses. you could be going the other way for upgrades, or for war with a psychic race. you could be adding both for war with a psychic race that uses MC viri as a weapon. Plenty of reasons to refit crew quarters. and there is always repair, if they happen to be destroyed in combat.
