Not ever having done any mod work, this may be a question of ignorance, so please excuse me if it is.

A number of mods have been done which produce better choices by the AI. Is this something that can be transferred over to the Ministers function?

For example, can I somehow give my construction minister the good decision making skills of the Rage? Or do the modifications of the different races represent a combination of tweaking all the ministers to represent a whole which is greater than it’s parts?

Finally, if this has already done, could someone be kind enough to point me in the right direction to find it?

Yeah! Try choosing the Rage shipset, & make the minister setting "use style from race".

Then you'll have the Rage asministers.

I don't think there is anything you can do about how ministers move your ships around randomly, or obsolete your designs, but you'll have something a little better to work with.
