Perhaps they have been mentioned earlier and it was decided they couldnt be done?
In particular,
- Renaming, modding, adding, and deleting mercenary units
- Likewise, creating and deleting random events

Arent the pirates fairly unique? You could probably replace them safely with a mod. Arent some of the others unique?
As for random events, you can creatively do some of them with mod commands using a bug/feature. Changing a mod in midgame will affect units that are already in the game.

None of the mercenaries have the unique tag.
