Does AI Use Phased Shields?

The AIs will use phased shields, even if there are stronger normal shields available.

They really like them, just to be sure that PPBs don't ruin their army.

I just remember a games in SEIII where the AI had baseships but normal shields. So I devopled PPB. That gave me a Small Eddge untill they AI Caught up any way.
