What do the following ministers do?

Colonization - Will it build the colony ship and select a planet and colonize it?

At what level do you turn this on? System wide, planet wide?

Mining Minister - Where do I turn this on and how good is it. If it is even okay, I would be glad to use it in the late game.

Not sure. I'm pretty sure the colonisation minister is as you described it but on a galactic level. It will also take control of any idle colonisers you hav built.

I nevr use ministers so I can't really help. My advice is to micromanage=-)

I am a micromanager myself, 30 minutes a turn just to make sure everything is all right.

I am at the stage where I am cleaning up systems and want the minister to fill in the gaps for me. Will try it and report back

I haven't used any ministers since about my third solo game.

Cap'n Q

The most merciful thing in the world, I think, is the inability of the
human mind to correlate all of its contents. We live on a placid
island of ignorance in the midst of black seas of infinity, and it was
not meant that we should go far. -- HP Lovecraft, "The Call of Cthulhu"
