How do I post it?

When posting a message, click on the "Upload your files" link (beside Attachment: ).

In the new window, enter your username, password and browse to the files you wish to upload. Click Upload, and wait for the window to change (to a "completed" message, or blank).
At that point, the Attachment entry on your post should read something like:
235482.txt
with some random number. That is OK.
Post your message, and the file will show as a small icon inside your post.

Alternatively, you can use a URL tag by doing this:
[ URL=www.shrapnelgames.com]Visit Shrapnel[/url]
Which, without the leading space in the tag, gives: Visit Shrapnel (http://www.shrapnelgames.com)
