With the assistance of the #SpaceEmpires channel denizens, I've been working on a new site to replace Admiral's PBW. If you take a look at the "Welcome to PBW2" news article, linked from the home page, you can see what the overall plan is. I'd like to open it up to a larger pool of users to gather suggestions, test features, and so on. The service is still in alpha stages of development, so please be kind. ;)
At this stage, the site can be used for hosting and collecting game files. There is no game processing as of yet, but it can help game hosts avoid the pains of PBEM at least.

What would you need from me in order to add the AST and ST Mods to this site?

You can use the submission form in the Mods section to submit links and descriptions for the mods. Keep in mind that mods (and shipsets) will not be installed or maintained on the PBW2 server; instead, that will be up to whomever process the turns, whether that be the game host or a process server node (in the future).

I am kicking around the thought of paying for hosting on godaddy.com. It sucks not being able to even afford a simple thing like cheap hosting. Being poor sucks.

PBW2 runs on a Linux server, actually. All game processing is to be out-sourced to turn process servers run separately.

Excellent. I had considered something like that once.
You might take a look at Llamaserver.net
Particularly the "Game Creator" and mod browser.
Maybe some of it can cross over.
Mine is at Dom3Minions.com but I doubt that much of mine would be useful since my games are all direct-connect while Llamaserver is all pbem
