I am trying to install CBM 1.5 and a Llamaserver banner mod. What folder should I put these into? I have read to put in the mod folder but I don't see a mod folder, do I need to create it?

Yes, create a folder inside the main /dominions3/ directory. Title that folder /mods/ and then unzip the contents of the mod you downloaded into that folder. A new mod will usually contain both at least one file that you will see in the folder after you have unzipped the mod and another folder containing graphics.
Then having done that, open your Dominions game. The first menu that appears will have a selection at the bottom of that menu titled: 'Preferences', click that and then click on 'Mod Preferences' in the menu that then opens. Having done that you will see a screen listing whatever mods you have unzipped into your /mods/ directory. Click on the text of the mod(s) you wish to enable (not the banner) and you will see the text change to have the word "(enabled)" behind it. Exit the preferences menu and start your new game. The mod will be in effect.
You should note that there is a possibility of conflicts between mods if you have a lot of them installed. A general rule of thumb is to only play with the mods you really want enabled for just that game. 'Dis'able any that you are no longer using.

Panpiper, your post just made an FAQ entry unedited. Thank you very much, new people should have it a lot easier to install mods and map files now. :D

In the files, should I run something, like the DM file, it doesn't know what program it was written with.

You don't need to open the mod .dm files in order to play with them. Just drop them in the /mods folder and start the game (once the game has started, main menu -> preferences -> mod preferences).
If you want to edit the .dm files, you can open them with notepad. They're just text files.

C:\Program Files\dominions3\mods if using the default windows install.
I ran that thing and installed the mod into the folder it created, and I checked the preferences.

I am not trying to be rude, it is just that I could be called incompetent.

Is it because of the bananas? They are cool, but I will remove them if it damages my credibility.

No it's just you haven't said whether you have the mod working or not at this point, so it's hard to know how to help you.
You extract the mod files to the right place.
You enable the mod in preferences.
You start a new game.

I downloaded the CBM mod into a folder called mods. That folder is in the folder called dominions3. Which is in the program filesfolder, and which is in Local Disk (C:) located in My Computer.
In the mods folder there is a file with a zipper on the side. I open the file and click on the extract files button opening another screen with near idintical contents. Returning to the mods folder a new folder is present.
When I open Dominions 3 and click on preferences followed by Mod preferences. Nothing shows up except a box with only an exit button and a title.

When you open the file with the zipper, copy and paste all teh contents into the mods folder. Than delete the folder with the zipper. Go to mod preferences, and enable cbm.
CBM has more than just one folder inside of it. The folder is probably images for worthy heroes. There is also a text file, called cbm 1.5.dm or something like that, which is necessary to enable the mod.
