title says it all. enemy cloaked ships in your system affect the local happy value. this probably should not be.

edit: okay, i have not tested it with actual cloaking devices. to be specific, enemy ships obscured by a nebula have an adverse effect on the local joy quotent.

I reported a problem like this with standard cloaking several patches ago and it was fixed. If it is still there with storms I'm puzzled. What could be different about storms vs. on-ship cloaking? I hope the bug has not been recreated somehow.
