Unless I'm mistaken, you would have to increase it by 13% just to have any effect at all on your repair rate, and that's only AFTER you research repair to the max. (Top repair module = 8 components per turn.) That's a lot of racial points!!! Points that would probably be better spent somewhere else. Hell, you could lower it by 12% with no ill effects, right? Or am I totally off base here?

Although I haven't tested it, maybe it applies to the total repair capacity of a sector, which would mean that if you had many repair ships with a total repair capacity of 100 or more in the same sector then even a 1% change would have an effect.

Plus, it rounds down, so taking 99% would mean one less repair per sector (2 if you have over 100 total repair)

DO you guys put that many in your fleets or are we talking major construction yards here (doing lots of retrofits)?? How big are your fleets?

'Cause I know for me, the highest component repair capacity I've ever outfitted a fleet for was about 45-50. My fleet size usually max'es out at about 25 ships (including support ships). Maybe either my fleets are too small or I'm missing a major strat here. Don't get me wrong - I do see the value in putting points into repair attrib's (I generally put mine at 110%), just "inquiring minds want to know"....
