A Pre Game Editor

What would it take to make a, or have added, a pre-game editor. "A what?" A pre-game editor is a program that allows you to set up data files, (normally used for cheating purposes, ie rebEdit, Botfedit, etc) prior to starting the game. In other words, a player would use this program to edit compenant text, AI functions, system text, etc. This way, if a player wishes to say add a specific componant, or change the systems in the game from 100 to 255, they can prior to starting up. Basically put, a program that allows the player to do all the tweaking that normally is done via editing the Data files.

I love the idea. But I don't have any coding background good enough to make something like that happen. Maybe somebody else... *sigh*
