IIRC, there is a mod that simulates this? Which one is it?

The only remotely close way to simulate such a thing in SE4 would be to space the offending aliens (load them into a cargo ship/base, then jettison cargo).

Come on admit it, we have all spaced alien populations at least once, and if you are truly an evil emperor, you'd have spaced some of your population as well.

yeah, we've all spaced people. my favorite was to jetison captured colony ships or pop transports over blocaded planets. it didnt really do anything, but it sure felt satisfying.

I think you can do the pop-eating thing by building a facility that has population growth penalties, and in exchange gives some sort of bonus. I know this works for research levels and conditions, so i can only assume that pop growth can take a negative number. you'll have to test it.

the problem would be that it would work against your population too, or whoever was on the planet with the facility.

The population modifiers either do not take negatives, or cannot bring final growth rate below 0 (depending on ability). Thus, the impossibility.
