This is a five-player PBW game that got jammed on a turn. We have no idea what caused it. Help!

The game is called "Gothmog's Private Game" and our host is trying to play out the turn, but we haven't heard back. Some players have been unable to launch units once they crossed the unit limit, even if they subsequently went below it by scrapping things. So units could be a factor.

The only other guess is that two empires sent each other differing treaty proposals, and both may have signed. But I would hope our beloved game can solve a little conundrum like that!

We've been stuck for a couple of days now.
