So I know that anyone can bloodhunt, although with no blood levels it sucks. Once you have your slaves, who can sacrifice them? Is it just blood mages? Blood priests? Any priest?

Any priest (of a capable nation) can blood sacrifice. The max slaves allowed to sacrifice per turn is equal to their holy level.

Only certain nations can make use of blood sacrifice. The most notable one that doesn't actually have blood mages being Marverni. In any blood sacrificing nation though, it's only the priests that can do it. They sacrifice one slave for every priest level they have (+2 with Jade Knife).

But what's the point of sacrificing blood slaves for non blood nations ? I mean : sacrifices by priests is only useful to increase dominion for some nations, no ? Or is it also mandatory to forge items/cast rituals ? (NB : I never played blood nations, blood hunting and the micro management involved looks very boring...)

Any nation that can blood sacrifice can benifit from it. You never NEED to do it, unless you are Mictlan. It is not a requisite for any items/spells. It is just a useful dominion pushing technique. The issue being, for non-blood nations that can sacrifice, slaves are harder to come by.
In MP, you could pretty easily trade for some slaves and a dousing rod to get a blood economy jump started. You dont need more than 1-2 hunters to keep a few sacrifices going.
