Would it not be an interesting thing to be able to send an ally a Voice Message or an Enemy a voice response to a surrender demand?

I think you are gettng at a feature being worked on for MOO 3. There will be a characteristic 'alien speech' sound associated with the diplomatic screen for each race. Whether this will extended to special sounds for the 'mood' of the race or even specific diplomatic options I don't clearly know. It would be a possible enhancement to the mood of SE IV to at least get a special 'characteristic' sound played when you click on that race in the diplomacy window. It could be either a 'national anthem' or a simulated alien speech sound. Specific Messages for each diplomatic option for each race could add up to quite a lot of .wav files, though. I also agree that being able to send specific files as 'message' in a game could add up to far too much data associated with a save game.

Why not associate the Race sounds with the shipset? Download it as a package. The sending player could then click a dropdown box to automatically append "[sound=surrenderresponse1.wav]" to his political message.
