That's normal. New installation has no mods. Therefore no need for a mods folder.
Just make one.
I think that's right anyway. At least try adding a mods folder, putting a mod in it and seeing if it's available.

Taking a quick look at my own setup, I don't have a mods directory in the main install directory. I do have one in my personal dominions3 directory (where savedgames live).
This is on Linux, so I don't know how it translates...

I don't know what to say.
My install doesn't have a mods directory. The install I just did in a temp directory also doesn't.
If making a mods folder doesn't let you use mods, I don't know what to say. Maybe someone more familiar with the Windows version can suggest something.

The operating system and the version of it does many alot of difference.
Is this Linux. Windows, Mac? If its Windows is it WinXP or sooner?

Didn't vista have some sort of rule that application could only do stuf in a strange folder? Like documents and settings/blabla/applications/dominions3/?
Are the savegames also stored there? Perhaps try to put a mod dir in the same directory as the savegames directory.

(driveletter, i.e C):\Users\(your username)\AppData\Local\VirtualStore\Program Files\dominions3\mods
It may be hidden depending on settings.

Do not install Dominions 3 into the Void (aka the C:\Porgram Files\ folder). Install it into somethjing C:\Games\Dom3 or whatever that you have full control over. Then you can make the mod and other folders like it used to be.
Or should be able to anyway.
