I believe that the non like effects work and the greater of the similar effects works. So you not get the extra 1% on the happiness from the UPC

A system robotic factory (30% bonus) is not cumulative with a time shrine (15% bonus) then?

AFAIK, no. They have the same ability and only one per system is effective.

But the time shrine is very valuable until you have computers level 5.

Low cost. And anything that helps with production in the early stages of the game must be researched and built
