Can a blind priest still bless? I'm talking about the H3 bless that blesses the entire battlefield.

yes. Any blind mage can still cast any spells just with prec 0.

So with prec 0, I could have a mage cast something like a fireball or thunder strike and just have it land somewhere randomly on the battlefield (within the spell's range)?

What about prec 100 spells? Would they become prec 0?

Yes to the first question. Not sure about the second question. there might be slight deviation for the 100 prec spells

Anecdotally, I can say that blind mages casting 100 precision spells still hit their targets. I've had several occasions (especially as MA T'ien Ch'i) where I'd have communion'd up blind mage-priests dropping smite and paralyze to good effect. Of course, once they go off script, things can get a little hairy. I do the same sort of thing (scripting exclusively 100 precision spells) when I'm casting in darkness or during a storm (or both).

The blind mage won't be throwing his spells randomly, per se. Despite being blind, he still knows exactly where the enemy is and will try to target them with his spells, it's just that the variance on his accuracy will be very high. Provided the enemy is far away, odds are his fireballs will land somewhere in the direction of the enemy. It's only when the target is near by that their targeting inaccuracy causes them to throw spells backwards or laterally into friendly troops/commanders.
