Zero-G Troops would be classified under fighters, but would work a bit differently. They'd have their own bay, and use different weapons. Their image would be that of the classic mechanized combat suit or a group of soldiers. They'd use medium-to-small fighter weapons, or even their own strength (fists as a required component).

Milita could be very light, easily made troops, great in times of battle. Each would only take up one unit of space, and would have one component, Hand/Provisional Weapons (I know there is the image of a rifle in the Image Mod). Their image would be the same as the population's.

I don't know about the new launch bay part. You'd have to lose some other bay, or get a hard code change.
If they're fighters, you'd have some conflicts with the real fighters to work out...
Any ship capable of launching ZG-troops would also be able to launch every fighter it carries in one turn. You'd have to tweak fighter hull and component sizes, maybe other things as well...
