What it means is that stuff inside gets free cloaking.
Red is level 5 cloaking, and can't be penetrated by any unmodded sensor
IIRC, Cyan is level 4, and also is impenetrable.
The other three colors range from cloaking level 1 to 3.

Things inside are cloaked to some degree. You can see out of those or through those (no line of sight rules in SEIV).

Actually, level 4 cloaking CAN be defeated by the top-end sensor. They scan at level 4, and scanner level trumps cloaking level.
What's interesting is that unmodded, these systems used the SECTOR sight obscuration ability, not the system ability. I wonder if that works for other abilities? (say, to make a system that does a steady amount of damage in every square)

Phoenix, I know we are kinda discussing the sector - damage thing over in that systemtypes.txt discussion thread.
I am going to test it out, to see if sector - damage will do damage in every square of a system.

Hmm, doesn't seem to work. Not for damage; at least not when you add it directly to a system using the map editor.
