Is it a good idea to have the ship repair priority start with construction, since this will enable a ship's own yard or repair components to help out?

... just as Arak Koba threw those Fire Extinguishers, a freak accident caused them to explode, sending metal shrapnel everywhere and dousing the room with Carbon Dioxide and Foam...

... Even though the flame was put out the people were horribly scarred by the shrapnels and 9 out of 10 people died by Carbon Dioxide poisoning...

Definitely put construction first. It repairs space yards and repair bays, which increase the repair rate in that sector. Then go for the vehicle control, engines, weapons, etc.
