Ok, let me get this straight: I have Counter-Intel level 1 available from the get-go, but I don't have any way of amassing intel points until I research Applied Intel level 1.

So basically, I can't even get points until I am able to perform Counter-Intel level 2.

I don't understand this??

You can earn points through partnerships even if you haven't researched applied intelligence 1. This way you can still defend yourself with the help of your partner(s).

If you have a military alliance or partnership with someone who is actually producing intel points, you can do intel projects with what you get from him.

Yep. (Or if you're playing Proportions, you also do have intel generation from your homeworld).

Ok; didn't remeber that Partnerships allow sharing of intel points.

That explains it!
