PBW Support for SEIV 1.67 Gold

As the topic name suggests, PBW now supports 1.67 Gold games http://forum.shrapnelgames.com/images/icons/icon6.gif

Any new PBW games can now be created with this Version, or as with previous updates older PBW games can be updated to use the 1.67 Version.
