From The Daily Telegraph, 10.April.02, page 16:

Random movement, obviously, slight sight obscuration (to represent beer goggles) and maybe there's an ability that will automatically send any ships to the nearest resupply depot (ie kebab shop)

Can you make a ship/fleet training facility that subtracts a % each turn?

and the population expansion rate would be huge each turn, think of the beer goggles that would apply

Actually, OTOH, the prevalence of alcohol would mean that the population expansion rate would be minimal due to lack of ability
