in abilities.txt there is following entry :
Planet - Change Ground Defense
Value1 = Percentage modifier to ground combat on this planet.
Value2 =
Does it work and if, what does it do ?

IF it worked, and apparently it does not work yet, it would increase the strength of your militia by that percentage. Think of the local 'National Guard' Armory. A facility using this would represent training and organization and weapons/equipment for your militia.

Oh? I thought it was the ancient ruin http://forum.shrapnelgames.com/images/icons/icon12.gif of the Space Empires III "Ground Base" facilities, that multiplied the firepower of ground troops on the planet (and probably militia too). Represents fortifications of whatever type. All accounts have said this was never turned on in SE4, though.

Does anyone have a list of which abilities are
'turned on' and which are not? http://forum.shrapnelgames.com/images/icons/icon9.gif
I know palace is not.
Also any additional notes on what the values do?
