Any one know what determines who gets to take the first shot? It appeares to be a random thing weighted in favor of the defense. I suspect that several factors are involved. I have noticed that who ever has the first shot has a better chance of winning. And I would submit this can be a critical part of the game.

I tend to think the first shot depends on who gets into combat range first. I always make sure that I'm first in to let loose the first volley....
In tactical combat anyways...

It used to be that the player with the lowest player number got to move/fire first; various pre- and post-Gold patches altered that so the defender should usually (always?) move/fire first. The advantage is most noticeable on warp-point combats, where the two fleets start right on top of each other.

When in tactical and not at a warp point battle, I ALWAYS check enemy speed and range then add one and use this to make sure I fire first.

Tactical Combat is no problem. It is in PBW were everyone must let the computer do your fighting. It really seems that he who fires first wins.
