I recently took over payments on an LIKE NEW!! LOW MILES!!! Empire. Just a little polishing up required. Egads, Shades of MOO2 here!!!
So how do I deal with a poor offense and defense racial or culture traits? Shades of MOO2 here?
It should only affect ships. Right?
Not fighters?
Not SATS?
Not Weapon Platforms?

If you have religious tech, the Talisman (Tech Lev 4) will solve all your offense woes.
In the meantime, Missile weapons will work (100% to hit) until PD cannons appear. High-energy Discharge weapons have some nice bonuses to-hit.
You could also try ramming ships and drones, (guaranteed to hit)
As for defense, there's not much you can do. Either stick with smaller hulls for the defense bonuses, or get the really big ones and take your lumps using heavy shields and armor.

ECM III + Stealth Armor III + Scattering Armor III + a few turns at a ship training facility = a ship that's pretty darn hard to hit. Will compensate nicely for racial defensive penalties.
If your opponent has high attack bonuses and or Combat Sensors III, you are going to take some shots though. Hopefully the former owner used all the points he saved in attack and defense and boosted production, construction, and or maintenance. Because you are going to need big fleets and be able to build them quickly.

Are weapon platforms affected by cultural or racial offense bonuses/weakness?
I think the defense is a mute point. Planets always seem to be 100% to hit. I don't think ECM could help them here.

Offensive Bonus, Religious Talisman, Combat Sensors all work on Weapon Platforms And you can see their results on simulations.

ECMs work I think, As my ship's Quantum torpedoes missed a huge planet (!) few times.
