Do the planets shields have to be down in order for me to land some troops?
Do troops specifically just damage other troops or can they attack weapon platforms too?

Since few people gets Massive Planetary Shielding; No.
Otherwise: Probably. Too late to run tests here where I live.
And they seem to attack only the defending population militia and troops. The weapon platforms stay intact in your captured planet.

I did notice that when I land troops on planet with weapon platforms, only one remains when battle is over even though my ships did not fire on planet.

Planetary shields do not prevent landings. Playtested it awhile back.
(Also found that if you land and take a planet that has weapon platforms still active, those platforms come under your control. Had a massive launch of missiles from one group of platforms one turn, took the planet and then the platform's point-defense cannons shoot down their missiles.)
