No and no.

The same goes for troops, btw. You can build super-cheap troops with nothing but a cockpit and they still increase planetary happiness.

It is interesting that you do not start the game with the technology to build troops, but you can explore the galaxy. I guess SEIV worlds never had a prior history of internal warfare on the ground.

Do mothballed ships add to happiness? Does a ship have to have a weapon in order to add to happiness?
