how to upload files

I've noticed that many people who have mods or other tools have links to them on www.sharpnelgames.com. (http://www.sharpnelgames.com.) So how do you upload a file? So far I've looked and failed to find a way. http://forum.shrapnelgames.com/images/icons/confused.gif

Post a reply to one of the threads (such as Space Empires: IV Data/Sound/Graphic (http://www.shrapnelgames.com/cgi-bin/ultimatebb.cgi?ubb=get_topic&f=50&t=000002)) in the upload forum, and you will see a link to an upload form in the reply window.

Click that, and you can upload stuff.
