Can a weapon mounted in a satilite be fired at enemy ships?

Yes. Provided the ship is in range. Thats important, and a good reason to place SATs on your side of the worm hole. When the enemy comes through in the center, they are in range, and you should have a first shot.

Satellites are ideal for seekers. The size of the ship that launches it doesn't make any difference to a seeker. It will hit just as hard and have just as much range. And, seekers have greater range than direct-fire weapons. Finally, satellites don't pay maintenance. So you are better off in several ways for using satellites as missile launchers.

On the other hand, direct-fire weapons benefit from larger mounts on larger vehicles. So they're good for bases and ships. Satellites with missiles and bases or WPs with heavy or massive direct-fire weapons are an excellent combination.
