By that, I mean like "Klingon Technology" or "Temporal". You know, exclusive race technology trees.

It's setup in the TECHAREA.TXT file. Look at the existing racial techs in there for how to setup a new one. You just need to choose a new number for your racial tech and then create the 'root' tech area that gives access to the others, like 'Psychic Studies' for Psychic, etc. Then you can make all the other techs branch out from that.
Oh, and put the new tech in the RACIALTRAITS.TXT file, because that will then be the only way to get access to it. http://forum.shrapnelgames.com/images/icons/icon7.gif

Note that when you add or remove stuff from racialtraits.txt, you will invalidate all your savegames, and EMP files.
You will have to create new EMPs for the races, or just use randomly generated races (they will still work if you haven't removed anything)
