Hit start, programs, windows explorer, view, folder options, file types, that's where it asks me to select a program to view the Emp files. Is there an easier way?
I'm not really familiar with all this. Excuse my ignorance.

You don't "view" the .emp file in the way you would a windows file. You start the game and hit "new" game and then in the players window you add in players. You can either create them or add exsisting players in which case it will go to the empires folder and give you the .emp files to choose from. You can also edit them if you wish.

Only SE4 can read EMP files...
There is no automatic, "run this when I double-click the EMP file" program to view them.
Just run se4, "Add existing race", and then press edit to see everything.

And I think that .emp files are anlso encripted like savegames, to prevent cheating.

Sorry guys I'm not explaining myself clearly. When I go into the program files with Windows Explorer, to look at, say, the TDM Modpak for example,I click on Dsgname, then africa and I get to read, via notepad what's in there. When I do the same thing for for the Empire files, Abbidon.Emp for instance, it sends me to the 'Open with' thingy and asks me what program I want to use to open it. Am I making sense here or is my brain fried?

The answer is quite simple: There is no viewer for the emp files and you cannot view them with the editor because they are encrypted. You can only open them from within the game itself.
