Yes.

EDIT: Well, technically not anyone. But anyone who knows how to make them could tell you how.

Simplest method:
1) Play a game.
2) Get your empire into a jam, and save.

3) Copy the savegame into the scenarios folder.
4) Rename the file to something simple, like "myScenario.gam"
5) Create a "myScenario_Settings.txt". Look at "tutorial_Settings.txt" for the required entries.
6a) Create a "myScenario_Text.txt". Look at "Tutorial_Text.txt" to see what entries to use. Fill this with the storyline / minister meeting / idle chatter for the scenario.

6b)
- Every entry block should have a unique ID number.
- The series number Groups pages that will appear as part of a large message.
- The Segment number indicates the ordering of the pages in a large message.
- The Turn number indicates which turn the message will appear on.
- For players is simply which player(s) the message will appear to.
- Title, Number of paragraphs, and paragraph text are self explanatory.
- Image is the bitmap which will be displayed in the corner of the message window. You can use any image that appears in the scenario folder. You can add more images to this folder if you wish. (Component/facility/ship/etc Portraits are good choices)

Then, simply zip up all of the files you have created or used, and you have yourself a scenario ready for posting at Shrapnel!

But What if I want to make a Senario the enimes need to have "Special" stuff, like a cirten base?

My spelling sucks.

What if I want to make a Senario the enimes need to have "Special" stuff, like a cirten base? <font size="2" face="Verdana, Helvetica, sans-serif">To do things like that, you have to start a game with all the sides under human control, and play all the sides until you reach the starting situation you want.

This is one of the reasons that there aren't very many scenarios available; it's too much work to set them up.
