I'm a newbie and i want some advices from advanced players: what is most cost-effective: A pair of Defense Bases or lots os Sattelites and/or WP for the defense of a planet?

Well, if you are going for cost effective you have to say sats and WeapPlats. Even though bases only pay 50% maint, sats and WeapPlats pay zero.

I have to agree that Sat's and WP's are the best defense for the least maintenance cost.
However, I Subscribe to the theory that if a fleet has reach my planet, then I am dead already. My defense starts at the wormholes with fleets, sats, defense bases, mines, and construction bases surrounding the junction. If the bad guys blow through there, then I am hopeful that they are so beat up that the wp's, sat's, fighters and drones at the planet can win.

Bases can still be usefull. I often fill my planets with drones and WP. Since satellites are rather weak, bases are the only way to further improve planetary defences.

Now that they are always in a single group you are stuck with whatever location the computer gives them at the start of combat. So, yes, bases are now essential for good coverage.
If only the 'Combat Satellite Group Amount' in settings.txt actually did something, like distribute your satellites among multiple Groups...

Yes, and I still do not understand why MM made this change ?? - nobody asked for it for God sake !!!!!
In case somebody is missing what we are talking about - many, many patches ago it was possible to deploy satellites around planet in different Groups, providing some kind of planetary defence. Weapon Platforms, Satellites, Fighters, and Mines work well in combination with one or more defense bases.
The problem is, you have to have a ton of satellites to do any good against an advanced fleet of ships even if they are fleeted with only a couple of other ships.
PPB are your friend in this area. PDC are also great for taking out any missles and Drones. But typically you will want long range weapons with power on your side. Fighters are always excellent defensive tools. A fleet of 30 ships attacks your planet, and you have 200 fighters stationed there, well, lets just say that fleet is going to pay for every sector it takes.
