Another question...how can you see how many total facilities a planet can hold before you colonize it????

Look in PlanetTypes.txt in the Data folder. It lists the values for planets of all sizes.

You can't... but you will quickly learn how it works. The key elements are atmosphere-- breathable or non-breathable, and size-- tiny, small, medium, large or huge

If non-breathable, the numbers are 1, 2, 3, 4, 5 for the five sizes. Multiply by 5 if breathable.

However - I thought that Huge - non-breathable held 6 pop. I've never seen a 5 pop in any of my games and I'm running 1.78 now as well. I know what the PlanetSize.txt says but reality isn't quite that - for some reason.

IIRC Advanced Storage Techniques gives you 20% more on planet. 20% more facilities, 20% more cargo, 20% more population... So a huge breathable gives 25 * 120% = 30 facs, huge domed gives 5 * 120% = 6 facs, etc....
