I am in this game with 5 or 6 other races. Only have met one so far and am at war with them. I have a decent Intelligence network up and running producing counter intel, several long running projects with decent amounts stored up. My opponent is pretty weak in that area. I am beating him pretty good strictly militarily so I dont' feel the need to waste the intel points on attacks against him.

So he surenders, and I still ahven't met anybody else. I know they are still out there, just haven't met them yet. Problem is because there are no other races as far as my politics screen is concerned I can't assign my intel points to counter intel even and lose all the ones I have stored up.

Bummer. http://forum.shrapnelgames.com/images/icons/icon9.gif

Possible Work a Round:
Use Intel to force a revolt
Then get them to surrender.
With a human it would require co operation.
With the AI, You would have to hope the AI would surrender befor wiping out the rebels.

Possibly get one of your lesser worlds to get UNhappy enough to secede from the union?

I think this is a fairly recent change, too. I can remember being able to start my intel defenses before I had actually met any other races.

You are correct Baron Munchausen.
In 1.49 - you can start Defense Projects before you meet anyone. I think you can even do it before you build any Intelligence Centres, not that you earn any defense points.
