It is a lot more advanced than the Version I played, maybe V3.
It held my interest for about a month, basically because I was playing against another human & many AIs.
The AI was too simple and didn't take you long to know what it would do next in any situation.

I would consider checking it out again, if I saw it on special at a computer game store, but wouldn't order it over the net.

I'm not impressed by it. It's kinda fun, but the AI is very retarded and you can't control production too well.

SE4 owns my heart, it actually has it locked up in a little camo "lock box"

I played WEIII. I see that they added a CyberWar mode? Anyway if they didn't revamp it big time I give it a 5 of 10. Thumbs down!
Up: Lots of replayability
Down: One of the worse AI's out there.
