Can a game in progress be successfully upgraded from se4 1.49 to Gold?

I believe you can.

ISTR that the main sticking point in upgrading PBW games was that all the players had to buy SE4 gold.

Yes, you can. I upgraded my PBEM games every time a new patch was released and never encountered any problems.
