Maybe somebody can tell me why a planet placed at location 0,0 cannot be reached by a player.

Is this a bug in the program? Perhaps a hardcoded check for a valid range?

I modded a map a while ago and placed planets in all four corners of the system map just to be different. I just now noticed that I can't go to the 0,0 square. No warning from the computer - it just stops short of the 0,0 point.

You discovered a bug!
I confirm that you can't move to the sector 0,0 whether there is a planet or not.
Mail it to MM.

That's already been fixed in the current beta patch http://forum.shrapnelgames.com/images/icons/icon7.gif .
