Order Buttons Won't Work

What do you mean? Are you talking about the "View Orders" button, or something else?

Only the orders that the selected item can do are active; the rest shouldn't even be lit.

If you're trying to change orders, you have to clear the old ones first (hotkey Delete); otherwise, they just get added after the current orders.

If you're playing a simultaneous game, none of the orders are acted on until you hit (F12) End Turn.

If none of these are the problem, we need more details on what you're trying to do.
