Unobserved alien ships

Twice in two different PBW games, I am unable to see an alien ship (an escort and a frigate)

Both systems were vacant and did not have any planets. In both cases, 2 colony ships were present.

Yet when these ships enter a system in which I have a colony (occupied planet), they are "seen".

In both cases, it is extremely unlikely these ships have cloak tech as the games have just started.

What is going on?

Any tech that allows observations in a Nebulae system?

Nebulae cloak ships just as cloaking devices do. Look in SystemTypes.txt for the Nebulae and Storm systems, and compare the level of cloaking to that of scanners available (and normal cloaking devices).
