The following tech do not show a pre-requisite in the tech tree. Can they be researched, or just aquired through ruins?
Massive Shield Depleting Weapons/Massive Shield Depleter
Massive Engine Destroying Weapons /Massive Ionic Disperser
Neural Computer Interface|Neural Combat Net
Massive Planetary Shielding

They can only be acquired by ruins..

hmmm, that's interesting. I could have sworn that one time I did aquire neural net through research. I could be mistaken. That was awhile ago, and I have no way of checking my saved games to find out which game it was. Maybe it was some kind of funky mod. I didn't know that those four required you to find a ruin.

In Proportions mod, they require both discovery and (then) research.
