When taking a Peaceful race, it says that they "respond poorly to enemy ships...".

In this case, what IS an enemy ship? Not to be completely stupid (yeah, RIGHT!), but I figure any ship belonging to a race you are oficially at war with is an enemy ship. What I don't know is if this also means ships belonging to an empire that has no interaction with your empire. Does my empire consider those ships enemy ships?

I imagine an enemy ship is one that would attack you if it found itself in the same sector.

That would be any ship of a race you don't have a treaty with.
