If I don't have enough minerals to retrofit, but I will collect enough next turn, can I retrofit now and rely on the income from next turn? Or, do I collect, then retrofit?

Joe<font size="2" face="Verdana, Helvetica, sans-serif">Check out section 14.0.2 of the FAQ (Sticky thread at top of this forum.)
It states: "Retrofits happen before resource income. So does mothballing and unmothballing, so you need to have the resources in the bank to finance these and not rely on income. Also this limits the maximum amount of resources that can be spent on a retrofit to your maximum storage capability."
So you need the resources in the bank at the end of the turn before you press end turn.

Now, scrapping happens simultaneously with retrofitting and unmothballing, so you can sneak some stuff in...
It happens in the order you give the orders.
So you could retrofit a bunch, scrap some others, and use the funds to retrofit even more ships.
Scrapping ships in order to pay for upgrades to other ships is not usually a sound financial policy, however, so use it sparingly.

Small tip: Resource converting is done before the retrofitting-step. So don't convert all your stored resources and then retrofit. It won't work.
