I just tried switching away from liberty and had no problems with it. Are you sure you've got the latest version? And admittably Mercurians can be a tad too powerful if there is a large following...

Fall Further is the mod you are looking for or possibly Orbis which both (imo) improve the basic mod greatly though at the expense of the AI. But then again when it comes to poor AI nothing can quite...

Sounds like SCII is exactly what I expected from it. More of the same in a bit more polished and revised form.
Would you care to elaborate a bit more on what's bad about the campaign?
