I honestly haven't noticed it make any difference. It's much less important than other settings, that's for sure.

I have to be honest, I just don't think dominions is the right game for the experience you seek. You can do certain things to try and help the AI and hinder yourself, but as for making single player...

Try even smaller maps. Try giving yourself artificial limitations to make games harder, like role playing justifications for army leaders, having a decadent leader who keeps his elite guard at home...
