Army was next to a water province, but that province is still indie.

There are no water nations in the game, and no Global Enchants.

Is the Siren in the land province from where the commander...

Ok, but is it possible for me to supply the Pretender files, for players and AI both?

I guess adjacent placement of the players would be preferable, otherwise several players might be crushed...

Exactly. Humans vs AI(s) (be it one large AI or several smaller ones)

Ideally hard enough to keep the game interresting without being totally impossible :)

After Llamaserver implemented the functionality where people could create new games, the number of games have multiplied. I wouldn't be surprised if this is the reason we've hit the limit :(

llamaserver.net MX (mail) record points to hostgator.com.

According to HostGators forums they're having problems caused by hurricane Ike - perhaps that's the reason their mailhosting is behaving...

How exactly do Victory Points work for winning purposes?
The manual describes how it helps spread Dominion, but I haven't found anything on how it helps winning the game, ie. do you win the moment...

Actually OS shouldn't matter too much if written in a webserver script like ASP/PHP. True, OS-specific calls like checking for and executing files would need an overhaul, but the code for player...
