Darrel has a good point on the number of VP provinces. That, more than increasing the required percentage, is something I would go for.

I played with Luck 3 and, while I accidentally knocked myself out of the game before I could use them, I was really happy with the heroes I got. I think that with CB + Worthy Heroes luck is more...

Assuming a traditional war, 40% of VPs is plenty. I actually would have set it lower, but was worried about winning by raids. Apparently I was not worried enough....
